Approach to the public policies of the coffee sector in Honduras 1962-2021

The state of public policies for the coffee sector is part of a historical construction that began in the post-war period with the participation of international organizations, which implemented public agricultural policies for development. This review focuses on identifying national and international public policies. Fifteen public policy documents aimed at establishing guidelines for the evolution of the coffee sector are identified. In addition, under the State's action approaches, multiple management models are identified that enable the construction of public policies. Different organizations are identified that enable the establishment of global governance led by importing countries associated with large multinational companies. This is how regional development strategies are generated, which are implemented with programs and projects that maintain international requirements as their regulatory framework. This allows national policies to be guided and structured under the international gaze, supported by regional and national institutions created to improve the productive, economic, social, and environmental processes surrounding coffee farming. It was found that Honduras maintains an organized institutional framework, with coffee policies and a specific policy with a gender focus. Finally, it was identified that the new regulations associated with the European Union's Green Deal represent a starting point for updating and reviewing public policies associated with the challenges and analysis of the coffee value chain and its current state in the face of the environmental crisis.
