Abstract

The National Police of Colombia (PNC) is a professionalized, constitutional and legislative body defined as civilian, preventive and educational, but since the 1980s it has been set up as a combatant organization against drug trafficking and guerrillas, becoming decisively involved in the armed conflict Internal and officio crime, by governmental decision. It has more than 20 specialized services and advises countries with similar situations of insecurity, among them Vatican City State. Meanwhile, coexistence and citizen security is the main concern of the population in the face of the uncontrollable occurrence of robberies in the absence of police and low response of justice; Generating rates
of victimization of 17.3% and perception of insecurity of 61.4%. It is expected that the signing of the Peace Agreement and the agenda for post-conflict will bring with it the restoration of the constitutional mission of the Police in the Social State of Law and the country has other agencies to deal with high impact crimes and new violence.

Comunicadora social-periodista, especialista en pedagogía e investigación social, estudios de maestría en Comunicación para la Ciencia y la Cultura en México y Estudios Políticos en Colombia. Ha realizado consultorías e investigaciones sociales, ha participado en el intercambio de experiencias exitosas, como ponente y profesora visitante en países latinoamericanos y del Caribe. Autora y coautora de publicaciones en temas de seguridad pública, convivencia ciudadana, aplicación de la justicia, mujeres y seguridad, reformas, educación policial y derechos humanos; productora de materiales didácticos para instituciones públicas y privadas en sus campos de dominio. Profesora de educación continua universitaria. Actualmente es asesora de la Gobernación del Departamento de Cundinamarca, Colombia, en políticas de convivencia, cultura y seguridad ciudadana y la Fundación Colombia Líder.
