Implementation of an AI-based civic chatbot for corruption prevention

Corruption remains one of the main obstacles to institutional strengthening and public trust in government agencies, both at the national and regional levels. In this context, this article aims to describe the implementation of a civic chatbot powered by artificial intelligence designed to facilitate public access to clear information, reporting channels, and institutional support mechanisms related to public integrity. The research was conducted using an applied approach, employing the Design Science Research methodology, which enabled the design, construction, testing, and validation of a functional technological artifact. This artifact was structured around thematic conversational flows and user interaction scenarios, incorporating principles of accessibility, anonymity, informational clarity, and procedural guidance. The results show an improvement in understanding and access to reporting procedures, as well as an increase in users’ willingness to use formal reporting channels and existing institutional mechanisms. These findings suggest that AIbased conversational technologies can reduce barriers to access, improve the usability of reporting channels, and strengthen social control practices. It is concluded that the strategic application of such tools can contribute significantly to the promotion of transparency, citizen participation, and accountability, as well as offer potential for scalability in institutional and regional contexts.
