Abstract

Despite this meeting point, this space shared by those who are empowered to make decisions in university education, which is the problem that concerns us, we must say that the same degree of coincidence in the implementation of concrete actions is not perceived.
The new global economic scheme that places knowledge and information on a privileged level, in general it is considered that public education and especially higher education is inefficient and therefore constitutes a waste of resources. Much of this responsibility is transferred to teachers, but "in 1987, 30% of teachers in Latin America and the Caribbean did not have a master's degree".
