This presentation does not intend to venture into the intricate field of political science or the theory of the State; Although desirable, I must admit that this is not a domain of my domain.
The theory, the substantive notions and even the most elementary concepts involved, are undoubtedly fundamental to understanding the essence of the functioning of the State.
However, I think the important thing in this opportunity is to try to discern a little how their actions affect the national reality, our daily life, the life of each of the Salvadorans.
But this does not exempt us from the task of making at least an attempt at a conceptual approach to the subject.
And to address it once, always with the risk of incurring a lightness, I think that everything comes down to trying to put into perspective the actions of the State and what society expects from it, which is summarized in a word that we use very often: effectiveness.
