Abstract

For 15 months the nation will live a long electoral process.
The first exercise began with the elections of deputies and municipal councils, March 2003, the results will be key during the remaining time of the administration of the Central Government (1999/2004), because in this period the subject prioritized by the government of El Salvador, the negotiation of the Free Trade Agreement between the USA and Central America (CAFTA), will have vicissitudes depending on the correlation of forces in the new Legislative Assembly.
The political parties began the electoral race in October of last year.
The campaign was carried out, even against the norms dictated by the electoral regulations, with the approval or indifference of the Supreme Electoral Tribunal (TSE), the body responsible for regulating and organizing electoral campaigns, however, within this institution the interests of the majority political parties overlap with the mission of maintaining and strengthening the credibility of the system.
