FOR A NEW HONDURAS: AN ANALYSIS OF THE RECOMMENDATIONS OF THE OHCHR IN HONDURAS

This article systematizes the 187 recommendations issued by the Office of the United Nations High Commissioner for Human Rights in Honduras between 2016 and 2024. Using a mixed methodology—combining qualitative and quantitative analysis—the study links the recommendations to a standardized set of populations, rights and issues. It also links the recommendations to the Sustainable Development Goals and classifies them as structural or conjunctural. The document underscores that 87% of the recommendations are structural, suggesting the need to restructure and strengthen the state. At the same time, the results show a strong concentration of recommendations related to civil and political rights, with special emphasis on structural problems such as gender-based violence, impunity, and reforms to national laws. Furthermore, the study demonstrates a high degree of understanding of the gender and intersectional approach, since of the 21 recommendations with population-based intersections, 9 of them relate to women. However, few recommendations are identified regarding economic, social, and cultural rights, and an underrepresentation of recommendations for children, people with disabilities, and migrants.
